Watercraft Inspection and Decontamination Program
The Water Resources Reform and Development Act of 2014 amended section 104 of the River and Harbor Act of 1958 to authorize USACE to use cost share agreements with states to fund the construction, management, and operation of watercraft inspection and decontamination stations in the Columbia River Basin. Under subsequent amendments, Congress: 1) Expanded USACE’s authorization to include five additional river basins in the western U.S. and watersheds that adjoin the U.S.- Canada border; and 2) made USACE responsible for ensuring these stations are placed at locations with the highest likelihood of preventing the introduction or spread of aquatic invasive species. To carry out its responsibilities, USACE created the Watercraft Inspection and Decontamination Program. Under the program, USACE does not itself build or operate watercraft inspection and decontamination stations. Instead, it reimburses participating states for 50 percent of costs incurred under the cost share agreements. Letter Reports: |
