USACE publishes the "Operational Condition Assessment Process for Inland Navigation". First document to cover program overview, roles/responsibilities, rating system and tools. |

USACE publishes similar manual for Flood Risk Management. HQUSACE and ERDC create the Asset Management OCA suite of tools, a web based application and database. |
2013 |
USACE drafts first iteration of a National OCA Policy to encompass all business programs. Could not gain consensus between all Business Lines. |
2014 |
HQUSACE begins REC OCA policy and process pilots. First National REC OCA pdt established. Kick off meeting in Tulsa visiting Keystone Lake. Two more pilots conducted at J. Percy Priest & Lake Sonoma. |

First online data collection tool developed by ERDC-EN. Pilots conducted at Raystown, Carlyle and Lower Granite Lakes. REC included in the National Engineer Pamphlet for National OCA policy. |

National OCA policy is officially endorsed by the HQUSACE Chief of Operations, Regulatory and FCI is officially retired for the FY20 budget build. |

REC appendix to the National OCA policy is complete and endorsed by leadership. Incorporated into the national Engineer Circular. Begin developing new data collection Application, named Asset Management Mobile Application (AMMA). Built by ERDC-ITL using existing MICA platform. |

Begin design on improvements to RecCWIFD submodule features to bring in updated condition information to assist with prioritization |

Pilot phase of REC OCA officially complete. When building and submitting FY23 budget, corresponding partial assessments were needed for SWNCP packages. This has continued in outyears. |

Full implementation includes tools, training and guidance documents for national program. HQ gives each MSC "seed" money to get their OCA programs up and running. Money was used to pay for labor, travel and equipment for the Recreation OCA program. |
