    How is this used in the Budget Process? (See current Rec PDM, Section 10 Rec)

    Operational Condition Assessments: Establishment of asset condition and functional reliability is a critical part of creating an effective risk-informed budget. ER 1130-2-554 (reference #9) establishes the requirements for collection of condition data which will be communicated to both internal and external stakeholders in a consistent format across the enterprise.

    In accordance with the above ER, all USACE Recreation Assets must have an associated condition score assigned through the established process. The database of record for USACE asset condition will be the Asset Management OCA database (reference #8). Work packages for SWNCP should generally be asset driven and tied to a specific PSA. The associated package must have an OCA score entered through the Asset Management OCA website in order to establish relative risk and risk buydown. As an interim process until the project can accomplish a full OCA, minimally, the OCA ratings for the asset associated with a SWNCP package must be entered and finalized in QA/QC.

    In order to determine the relative risk value of a SW package, there must be an OCA rating for the asset, and a consequence score for the PSA associated. PSA consequence data is pre-populated based on performance data of each individual PSA. OCA data will be analyzed and combined with consequence data to develop a relative risk score. This output can then be used to assist in developing a life-cycle strategy for investment decisions through a systematic approach using relative risk assignments and the risk buydown to prioritize potential investments.
