The objective of this effort was to develop a comprehensive Natural Resource Management (NRM) Strategic Plan that provides long-term internal guidance for the Corps NRM Program. The overarching authorities for the NRM Program were established by the Flood Control Act of 1944 and Public Law 86-717 Forest Conservation Act. Development of the NRM Strategic Plan took into consideration the goals and objectives of the relevant authorities and ensured alignment between organizational strategic objectives and those in the NRM Strategic Plan. This process recognizes the need for flexibility with leadership changes. Long-range goals of the NRM program and related objectives will be adaptive to meet shifts in administration and agency priorities.
While separate business lines in a budgetary context, many activities within the environmental stewardship and recreation communities of practice happen in concert towards an overall land management philosophy based on project Master and Operational Management Plans. Field staff often perform activities within both business lines regularly, and some may also perform activities in support of other business lines (flood risk, navigation, hydropower, etc.). A single strategic plan that captures the vision of both communities of practice will serve as a more efficient document to provide direction and consistency nationally.
