The U.S. Institute for Environmental Conflict Resolution (U.S. Institute) is a program of the
Udall Foundation, an independent federal agency. The U.S. Institute helps federal
agencies and other affected stakeholders address environmental disputes, conflicts, and
challenges. Services include case consultation, situation assessments, mediation,
facilitation, and collaboration capacity building. A newly enacted, nation-wide
Memorandum of Agreement (MOA) establishes a framework for all USACE Headquarters,
Divisions, and Districts to access the U.S. Institute for 3rd party neutral services such as
facilitation, mediation, and situation assessments.
Prior to the MOA, the U.S. Institute partnered with USACE on a number of projects
including the Missouri River Recovery Implementation Committee and the Everglades
