Significant Changes in Park Operations

Significant changes in park operations may be necessary due to resource limitations, including budget constraints, staffing shortages, scheduled maintenance or outages, or any other resource restrictions. To ensure consistency, transparency, and alignment with national policies, HQUSACE has established a structured process for reviewing, approving, communicating, and implementing these changes to ensure they are handled effectively and transparently.
The HQUSACE NRM team and the Recreation Leadership Advisory Team developed the 2025 policy memo Significant Changes in Park Operations Policy Guidance (originally issued June 10, 2011). The updated policy outlines that MSC (Major Subordinate Command) Commanders are responsible for approving park closures and must coordinate and report with HQUSACE before implementing closures or significant changes. This ensures consistency and awareness of actions that may be deemed as significant changes by the public. This policy excludes changes associated with a lapse of appropriations and natural disasters, which will be addressed on a case-by-case basis.
