Story:
Mr. Hartley is a full-time volunteer who works 8-hour shifts from Monday - Wednesday each week. Mr. Hartley has a number of specific, routine duties that he performs in addition to various special tasks that may arise as business dictates. The monthly gathering of visitation data and maintenance of the traffic counter systems on Keystone Lake is just one of these activities. Mr. Hartley utilizes a government pickup and conducts his surveys and work in a prompt and consistent manner with very little effort from paid project staff members. Mr. Hartley's efforts result in allowing a GS-9 Park Ranger the approximately 4 hours per month that is needed for this task to be spent on other important missions. His diligence, effort, and enthusiasm for this public work is a credit to both himself and the U.S. Army Corps of Engineers.
