Story:
In 1995 most OPMs in the Kansas City District completed the necessary training and received $25,000 contracting warrants. A few years later, the Stockton Manager, Tom Long, submitted additional justification and eventually received an increase to $50,000. On 11 January, 2005, NWD submitted a proposal to the PARC office requesting approval for a pilot test program to elevate all existing KCD field warrant holders to $50,000. The vast majority of service and supply contracts are now procured in the field, thus reducing CT costs and expediting the acquisition process. This has proven especially effective during the year-end expenditure process when oftentimes funds become available, but with a very abbreviated time frame for execution. Our highly motivated field teams are often able to deliver an award in less than a week at a time whenever CT is swamped with other initiatives. With regard to service contracts, most district projects utilize the best value process by forming teams to evaluate quotes whereby price is one factor, but experience and proven expertise are also considered and credited. With best value, performance related contractual issues are greatly diminished.
