Recreation Budget Evaluation SysTem (Rec-BEST)NOTE: Starting with FY19 Recreation budget built in 2017, we use Rec-CWIFD (Recreation Civil Works Integrated Funding Database), which is a Sub Module of CWIFD to collect the budget data/funding request. Rec-BEST will not be used for budget development; however, its component Rec-Assessment Tool, which includes the Recreation Assessment and Current Conditions, will continue to be used to collect performance data. Please select the link below to be directed to Rec-CWIFD and Rec-Assessment webpage: The U.S. Army Corps of Engineers Recreation Budget Evaluation System (Rec-BEST) is an online tool to assist the Corps in achieving our Recreation Program objectives, and meeting Administration goals of measuring performance against strategic objectives, and linking performance to budget. The online format allows for easy access by personnel at all levels of the organization for data input and analysis and minimizes the potential for error. A centrally controlled program enhances data compilation and tool changes or upgrades. Rec-BEST addresses three measures being used for development of the FY 2018 Recreation O&M Budget: 1) Park Capacity (RUDA), 2) Recreation Facility Condition Index, and 3) Recreation National Economic Development (NED) Benefits. In addition, it incorporates level of health and safety services provided to visitors as one of the factors for service budget consideration.
