Volunteer Program Policy Change
The Corps has agreed with the other federal agencies to use the Independent Sector's per hour figure for the value of volunteer time based on data from the Bureau of Labor Statistics. This will supercede ER 1130-2-500, Chapter 10 guidance on how to calculate the value of volunteer hours.

It is very important that the Volunteer Program information in OMBIL be completed annually. There are frequent requests for this information, and we have been unable to provide an accurate figure since 1999 due to projects not completing these fields in OMBIL.

If a project is not in OMBIL, but uses volunteers, that project must become part of OMBIL before it can continue using them.
