    Legacy Contamination Questionnaire in the ERGO Process
    The attached request provides guidance for implementing the Legacy Contamination requirements of ER 200-2-3, Environmental Compliance Policies, Section 13-2. A team of Division and District Environmental Compliance Coordinators, with support from the Environmental and Munitions Center of Expertise, developed the attached guidance in response to Army Audit Agency findings documented in Audit Report A-2007-0245-FFE (28 September 2007), Civil Works Environmental Liabilities.

    Implementation of the attached guidance, in conjunction with your next scheduled external ERGO assessments, will effectively close out these long-standing AAA findings.

    The bottom-line task we need to accomplish is for the Legacy Contamination Questionnaire (Enclosure 1 in the attached PDF) to be completed during the first external Environmental Review Guide for Operations (ERGO) environmental compliance assessment at each USACE facility (including outgrants) undergoing an external ERGO assessment after the date of this memo. This is a ONE TIME requirement for each USACE-owned facility, with the results being documented and, ultimately, recorded in OMBIL after the necessary data entry/storage capability in OMBIL becomes available.
