Draft Revised ER 1130-2-540; Initial S: 24 Nov 2010
A proposed revision of ER 1130-2-540, Environmental Stewardship Operations and
Maintenance Policies, has been drafted and posted on the Gateway for your review; see the
second "Dialogue" bullet item at: https://corpslakes.erdc.dren.mil/employees/learning.cfm. It is
also found under the "New Postings" index tab on the Gateway.
PLEASE NOTE:
this review 'window' is intended to improve the draft so that it will be ready for formal review
by USACE Senior Leaders and others. That formal review will of course be properly staffed
with cover sheets, full distribution, etc. This informal review window is intended for the user
level of the NRM Community of Practice. Review will remain open until 24 November, 2010;
please let other interested USACE employees (Rangers, biologists, foresters, etc.) know about
it in time to get their comments in. There are, in fact, some sections in the draft where we
need your help to complete it - those are highlighted in red.
What has changed?
The main things are: the Pest Control and Forest Pest chapters have been combined and
expanded to include invasive species; the former 'reserved' chapter for Shoreline Management
has been changed and filled to cover E-S Real Estate Activities (including shoreline); new
chapters on Endangered Species and Authorized Mitigation have been added; and the Cultural
Resources chapter has been significantly revised. Where a large number of definitions and
references were needed, they were placed in appendices.
In case this is your first time
for an ER review on the Gateway, as it is for me, you will need to click on the 'DRAFT
Policy for Review' link to see the document. It is in pdf form, and I recommend you save
it to your computer for easier access at your convenience. It may also work best to print it out
and mark up a hard copy before entering comments. The begin commenting you will need to
click on the "First time commenter" link to set up an account to register; then use "Returning
commenter" for subsequent additions (the "Retrieve..." button takes you to the correct
document, please disregard the "NonRec Policy" part of the title, but enter user name first).
Comments are accrued online by Chapter and Appendix, and will be consolidated for review
after Thanksgiving. Additional details are provided on the Gateway page.
My
apologies to anyone who may dislike the process or content proposed - I may err at times on
being too informal, but I wanted to get this out to you as expeditiously as possible and to
open an earnest dialogue on an ER needing to be updated. I also apologize to those of you
who got this message multiple times because of how the CDLs are set up(!).
