Student Conservation Association's Intern Public Safety Management Training Program
Information Teleconference - 5 Nov 09, 1200-1330 hrs Eastern Time)

    1. USACE and the Student Conservation Association (SCA) are continuing to explore the possibility of starting a Public Safety Management Training Program for SCA interns. This program would involve SCA interns being trained in safety and risk management in advance of them coming to work for USACE. In the 1 June 09 CECW-CO-N memo, reference subject: Public Risk Management Training Program, we solicited projects/participants for a 2010 program and only seven projects expressed interest in hiring SCA interns for safety-related work. To assist us in further developing this training program, we are asking anyone who is interested in knowing more about this program to join us in a teleconference on 5 Nov 09 from 1200-1330 Eastern Time.

    2. The teleconference will consist of a brief orientation to the SCA intern program, an overview of USACE requirements, and a discussion on the types of risk management and/or safety-related work that you would foresee SCA Public Safety Management interns taking on at your project. Examples of subjects that have been suggested for the training include interpretive services and outreach, search and rescue, boat handling, event coordination, and all land and water-based recreation safety related topics to include water, bicycling, hiking, camping, and hunting safety.

    3. For those of you who are not familiar with the benefits of working with SCA, you can learn more on the NRM Gateway at http://corpslakes.usace.army.mil/partners/sca/sca.html Those who have taken advantage of SCA employees have discovered the costs can be considerably less than hiring STEP, SCEP, or government employees. Also, SCA is now allowing us to do our own local recruiting which eliminates SCA recruiting charges and our need to provide local housing for interns. This process allows managers to obtain the services of local individual(s) who otherwise can not secure employment at the manager's project.

    4. Our HQUSACE point of contact for this initiative is Rachel Garren, Assistant Manager for the National Operation Center for Water Safety, 314-331-8624. Please respond to Rachel via email before COB 3 Nov 09 at Rachel.J.Garren@usace.army.mil so we can get a count on how many lines we will need for this teleconference. She will email you the teleconference materials and the toll-free call-in number and pass code.
