USACE Process/Guidance/Submissions for Legacy Program - Suspense 5 August 2008
1) The Army has changed and formalized the Procedures for the Legacy Program Process. This DOD program provides funding for Cultural and Natural Resource projects that are DOD applicable and meet the DOD funding criteria. Further information about the Legacy Program and funding/selection process is in the Army Legacy call attachment and the Legacy Guidebook. For those who are interested in submitting pre-proposals for consideration, action is required ASAP. I apologize for the short notice.
2. The annual call for pre-proposals for the DoD Legacy Resource Management Program has been released and includes additional info about the program. The Army is a significant participant in Legacy and part of DoD's review chain. To improve Army proposal submissions to Legacy, the Army has developed guidance for Army submission of pre- and full proposals . This Army guidance provides that "Army Commands will maintain control over all aspects of the Legacy Program within their commands. This includes control of dates for installation submittals, authority for screening and submitting pre-proposals to Environmental Programs Division, and exercising command-level management of approved projects." To meet the intent of Army policy, USACE has established a draft process for Command review of Legacy pre- and full proposals . This process will be tested during submission of USACE lead pre- and full proposal for FY 2009.
3. Request that USACE District and ERDC laboratory pre-proposals for subject funding be submitted by 22 Jul. Submissions to HQ can be through the Legacy Tracker or by a Word document. If you have submitted through the tracker, please notify myself and Bob Lacey as well. Submissions should be sent electronically to the USACE POC below (myself) and copied to Bob Lacey, USACE Legacy Process Support POC. Please also copy Dave Koran at HQ since I will be on leave from 21-28 July. Submissions should be consistent with the guidance provided since project selection/funding is competitive. The Legacy program offers an excellent opportunity for USACE Districts and labs to support installations and the DoD in achieving its mission, sustainability, and natural and cultural resource goals. Pre- proposals must be entered into the Legacy Tracker by 5 Aug. for the Army review.
