    Implementation of the MOU with Ducks Unlimited - suspense 31 March 2005
    The DCW would like to be more proactive with regard to the various MOUs we have with nongovernmental organizations and other governmental agencies. We are scheduled to provide a briefing to him on 21 April regarding the MOU with Ducks Unlimited (DU). As one step towards preparing for this briefing, I need your help to determine what interaction the Corps has had with DU in the last 16 months (FY 2004 and through February of 2005). Questions to be answered include what we are doing, how we are measuring performance, who has been identified as POC in every division and each district with active contact with DU, and what contacts we have had with DU. A second briefing is scheduled in late October so we can report on the next 6 months then.

    Ive sent this message to both the Planning Environmental POCs and the Natural Resources POCs in each division. My assumption is that the Operations folks (possibly including regulatory) have had more contact with DU than the Planning folks. Therefore it is important that the division report contain input from all of the functional areas. One of the items in the MOU (attached for reference) that we need to say we've accomplished is the appointment of a point of contact for DU at each Corps Division Office. Please work this out among the various appropriate functional offices. It may even be someone with Military Programs responsibilities.

    With respect to Corps-DU contacts, we need enough information to describe any interactions youve had with DU during the last 16 months. I've attached a draft Report outline and a fictional example to indicate the level of detail I'm looking for. In the old days one expected the first paragraph of a newspaper story to cover the 5 Ws + 1 H - who, what, when, where, why and how. This is basically what I'm looking for in a short paragraph or bullets plus one added item - funding.
