Publication of the USACE Recreation Use Fee Regulation - ER/EP 1130-2-555
I am pleased to announce the publication of the updated Recreation Use Fee policy and guidance.

ER 1130-2-555 and EP 1130-2-555 are now standalone documents and replace Chapter 9 of ER/EP 1130-2-550. EP 1130-2-555 also consolidates and modernizes previously issued guidance from the expired EC 1130-2-550, Chapter 9; ES 13040; and the Recreation Use Fee Standard Operating Procedure.

All associated forms have been revised and are now prescribed in EP 1130- 2-555, with one exception. Three new forms supporting the Special Use Permit Program for Events and Activities—ENG Forms 6355, 6356, and 6357—remain in the approval process and require Office of Management and Budget review. While the guidance for these forms is included in EP 1130-2-555, districts may continue using their existing special-event and activity processes and legacy forms until the new forms are finalized. We will provide notice once they are available.

We are also nearing completion of a training program for Recreation Fee Coordinators and fee collectors. A series of webinars will be announced soon to support implementation.
