Environmental Compliance Career Assignment Program (CAP) 2026 Announcement and Suspense: 05 January 2026
We are pleased to announce the 13th annual call of nominations for the 2026 HQ USACE Environmental Compliance (EC) and Energy, Water, and Cost Savings (EWCS) Career Assignment Program (CAP). This program provides an excellent opportunity for future leaders to gain valuable experience and insight into the dynamic and closely interrelated USACE EC and EWCS Programs at the national level.
There will be two CAP assignments (6-month terms) offered. One is scheduled to run from mid-January through June 2026, and the other from July through December 2026. The exact start date will be negotiated once selections for the assignments are made, with a two-week overlap of assignments with each transition. Further explanation of the program and the requirements for submission of nominations are attached. Salaries for the CAP assignees will remain the responsibility of their home district or MSC. The position will be remote but, if necessary, travel costs will be funded by CECW-CO-N.
Interested and qualified team members must submit a resume through their supervisor to their District EC/EWCS Office for consideration. District offices will forward their candidates to their EC/EWCS MSC. Each MSC will prepare and send a memorandum endorsing their top two candidates to Anne Koster, Acting Civil Works EWCS Program Manager, no later than January 05, 2026. Nominations will not be accepted directly from individuals. The selection committee will be looking for qualified individuals with EC and/or EWCS expertise, who are consistent top performers, energetic, self-motivated and forward-thinking individuals, and exhibit clear leadership and career- advancement potential. This program helps to build and strengthen the future leadership of our great organization.
The POC for this program is Anne Koster, ERDC-CERL, at (217) 419-8379 and anne.p.koster@usace.army.mil. Jeff
