    SF 299 Adoption for USACE Outgrant Applications
    To support interagency cooperation and simplify requests from applicants to develop transportation, utility, and/or telecommunications facilities on federal lands and property, the USACE Civil Works and Real Estate communities are adopting the use of OMB Standard Form 299. SF 299 will be used for all proposed non-recreation outgrants including but not limited to cross-country utilities, pipelines, roadways that cross projects and public water intakes.

    Adoption of SF 299 was initiated in Aug 2020 with the White House Office of Science and Technology to enable consistent use of the OMB approved form across land management agencies. SF 299 is already utilized by Department of Interior land management agencies, and USDA Forest Service. The effort supports the American Broadband Initiative and will enable applicants to provide consistent, necessary information to review outgrants proposed under Chapter 17 of ER 1130-2-550, Non-Recreational Outgrant Policy. Coordination with NRM CoP (facilitated through MSC) took place in Sep 2020 with overall acceptance of utilizing SF 299. General Counsel, Operations, Real Estate, and Regulatory have reviewed and are supportive of adoption.
