    Collection of Recreation Day Use Fees Starting 1 October, 2020
    In accordance with Annex O of FRAGO 29 to OPORD 2020-10, 27 April 2020 (Annex O), USACE will commence collection of recreation day use fees starting 1 October, 2020. This includes day use fees at USACE managed areas, USACE Annual Pass and all America the Beautiful (AtB) program passes, and Special Uses programs in accordance with national guidance (Annex O).

    USACE began the orderly shutdown of USACE-managed beaches, visitor centers and campgrounds in March 2020 to protect against the spread of COVID-19. Out of an abundance of caution and in accordance with FRAGORD 29 to OPORD 2020- 10 (USACE Response to COVID-19), collection of day use fees at USACE-managed parks and recreation areas, and the annual pass program was suspended until October 1, 2020. To give customers the full benefits of an annual pass, USACE extended the expiration date of the annual pass issued between April 2019 and April 2020. Depending on when the annual pass was purchased, the extension could be as much as seven months from the date of the purchase.

    This guidance is reliant on the capability to protect USACE employees and the public. Cashless fee systems and Recreation One Stop (R1S) shall be used to maximum extent practical and all mitigating efforts must be made when handling cash deposits. This includes public health preventative measures established by the Center for Disease Control, Dept of Army and USACE including wearing face coverings, proper hand washing and use of sanitizers, social distancing and proper sanitation of facilities and surfaces, etc. If workforce or site safety measures preclude fee collection, the districts may consider extending the suspension on user fee collection until these measures can ensure the safety of employees handling the fees. Extensions of the fee suspension should be communicated to HQ through District and MSC channels. All other civil works recreation guidance provided in Annex O is still in effect.
