    Partner-funded Personnel Policy Memo
Attached is a policy memo that provides guidance on the use of partner-funded personnel and provides an updated Challenge Partnership Agreement template and addendum documents for acceptance of long-term Partner-funded services. The acceptance of Partner-funded personnel services on an ongoing long-term or indefinite basis at Civil Works projects is authorized by 33 U.S.C. 2328, Challenge Cost-Sharing Program for the Management of Recreational Facilities. This authority allows the Corps to accept contributions of services from non-federal public and private entities that have entered into a challenge partnership agreement, which may include a Partner paying for their personnel's labor to perform services for the benefit of the Corps, at no cost to the Corps.

Please distribute widely because this is an important policy clarification for the upcoming visitor season as projects will likely look for additional volunteers. My POC for this policy is Heather Burke, heather.d.burke@usace.army.mil

    Respectfully,
    Mary J. Coulombe
    Chief, Natural Resources Management
