    EC 1130-2-550 New Recreation User Fee Implementation Guidance
    Attached is newly updated Engineering Circular(EC) 1130-2-550, Chapter 9, Recreation Operations and Maintenance Guidance and Procedures- Recreation Use Fees. This is a revision of the existing ER/EP to modify and add new policies regarding recreation fees, special uses, and the handling of cash receipts. These modifications are necessary to incorporate added authorities from WRRDA 2014 and to respond to findings from the 2015 audit of recreation cash receipts nationally. The revised EC is marked as a pre- publication draft until it is officially posted to the USACE regulations website.

    Implementation will be handled in two phases:
    1) Implementation of the Special Uses and America the Beautiful Pass program will commence on 1 January 2016. Training of field personnel is required and will be available in October.
    2) Divisions and districts must initiate actions to comply with the procedures related to the handling of cash at projects as soon as practicable. Standard Operating Procedures have been developed and distributed that provide detailed guidance.
