Attorney General John Ashcroft issued a new statement of administration policy on the FOIA
His Memo replaces Janet Reno's Memo (Oct 1993) that required agencies to use a "foreseeable harm" test before withholding certain information. It adopts a "sound legal basis" standard for determining whether information should be withheld.
