    Release of USACE National Recreation Adjustment Plan (NRAP) Progress Report, April 2014 & Project Site Area (PSA) Analysis Matrix Tool
    Enclosed are the USACE National Recreation Adjustment Plan (NRAP) Progress Report, the NRAP Fact Sheet and the Project Site Area (PSA) Analysis Matrix Tool. These documents may also be accessed on the NRM Gateway, National Recreation Strategic Plan at https://www el.wes.army.mil/nrm/recstrategicplan/index.cfm. The April 2011 Recreation Strategic Plan is the basis from which the NRAP initiative and analytic Matrix Tool were developed. Please note the Matrix Tool will be updated and re- posted on the NRM Gateway in mid-July 2014.

    2. Developed over the past year by a team comprised of each MSC Recreation Business Line Manager and Headquarters Natural Resources Management staff, the NRAP and Matrix Tool give field managers the flexibility to determine changes needed to implement sound fiscal operations, pursue new partnerships and leases, promote environmentally sustainable behaviors, and strengthen the recreation workforce. Use of the NRAP and Matrix Tool is effective immediately.

    3. For the NRAP and Matrix Tool to be effective, they must be available, understood, supported and used at all levels of our organization. Therefore, I encourage you to ensure they are widely distributed, particularly to Operations Project Managers, but also to all Communities of Practice.
