Council for the Conservation of Migratory Birds

    The Council for the Conservation of Migratory Birds is open to all Federal agencies whose activities may directly or indirectly affect migratory bird populations. One of the main roles of the council is to ensure each agency successfully implements its migratory bird conservation responsibilities in accordance with Executive Order 13186 which lays out the responsibilities of Federal Agencies to Protect Migratory Birds. The Council serves in an advisory role to provide input that is considered in high-level policy decision-making by the Secretary of the Interior regarding the implementation of the Executive Order. The USACE and the Department of Defense are participating agencies on the CCMB.

    Executive Order 13186 requires federal agencies to implement conservation and management efforts to benefit and minimize impacts on migratory birds with an emphasis on migratory bird species of concern. FWS and Department of Defense (DoD) signed a Memorandum of Understanding (MOU) in July 2006 that outlines a collaborative approach to promote the conservation of migratory bird populations. The MOU was extended until July 31, 2013 and a new MOU is currently being developed.
