Helpful Guidance Related to Recovery Act Funds

The Corps of Engineers is receiving funds authorized by the American Recovery and Reinvestment Act of 2009

It is important that improvements to recreation facilities using these funds be accomplished efficiently, in compliance with procurement regulations, and in accordance with Corps recreation facilities standards. The following highlights useful information contained in the NRM Gateway as you prepare for and expend these funds:

Facility Design:
Recreation Facilities Standards page has Good Enough to Share items (GETS) (including scopes of work for some facilities) and describes policy and best practices for implementation of the Corps Recreation Facility and Customer Service Standards, EM 1110-1_400. Chapter 1 of the standards document includes discussion of Sustainable Design & Development and Universal Accessibility requirements.

Modernization Success Stories:
Recreation Modernization page describes success stories and lessons learned from the six projects that received funds and accomplished modernization activities in FY 2005 as well as others who have completed modernization projects. The page also has a submission area for sharing of additional modernization success stories.

Recreation Program Performance Improvement Initiative (RPPII):
The RPPII page includes Park Operational Efficiency stories and has a submission area for sharing of additional efficiency success stories.

Acquisition:
The O&M Contracting page provides sample contracts (see GETS) and information on procurements through O&M contracts.

Southwestern Division Regional Conference for Operation Project Managers

From 2-4 December 2008 the Little Rock District hosted the Southwestern Division Regional Conference for Operation Project Managers. The focus of this conference was to mobilize the implementation of the SWD USACE Recreation Strategy Plan. Contributors and participants represented HQ, ERDC, all Districts within SWD, and Vicksburg and St. Louis District's. An emphasis on understanding, acceptance and development of energies that vitalize atypical approaches to policy and procedures and evaluation of best business practices in times of shifting funding allocations within the recreation program. PowerPoint presentations from this conference are available on the Gateway. I highly recommend all USACE recreation stakeholders review these presentations.
