Getting in the Game: The Story of USACE’s non-federal reimbursement program for AIS prevention and response

    Jonas Grundma
    11 May 2022

Through amendments to Section 104 of the Rivers and Harbors Act that began with WRDA 2014, USACE has been bolstering non-federal (state) programs aimed at preventing the spread of Aquatic Invasive Species. Under those authorities, USACE is able to reimburse non-federal interests for their work off of federal property for watercraft inspections, AIS monitoring, and Rapid Response efforts. This presentation will provide a history of the program and its geographic scope, an overview of current efforts to onboard newly authorized basins, and highlights of the dos/don’ts as they a relate to USACE Operating Projects
