Which Projects Should Participate In This Survey?

    The 30 June 2004 Memorandum directs all projects to conduct this survey. This requirement applies to the projects listed in OMBIL that participate in the Rec-BEST budget planning process. However, the following exceptions apply:

    Projects that should not participate in this survey include:

    • Projects at which all recreation areas are out-granted. These projects are absent in the pull-down list of projects available in the Survey Schedule Generator. Therefore surveys plans cannot be formulated for these projects.

    Participation is optional for:

    • Projects with less that 25,000 annual recreation visits.
    • Projects that offer little traditional day-use or camping visitation. Examples: lock and dam facilities on the Ohio River and elsewhere that offer sightseeing but no other recreation opportunities; projects where visitation occurs only at scenic turnouts at which no other recreation opportunities are available.
    • Projects where it is not administratively feasible to conduct this survey. This exception applies primarily to projects that have only low-visitation recreation areas at which the daily quota of 8 completed comment cards is unlikely to be filled on most days.
    • Visitor Centers: Visitor Centers will be incorporated in the survey process next year when an OMB approved Visitor Center Comment Card is expected to be available.

    Projects that meet any of the criteria for optional participation will have the opportunity to opt-in or -out of the survey when they run the Survey Schedule Generator.
