Challenge Partnerships Program History

The Challenge Partnerships Program (formerly "Challenge Cost-Sharing Program" as authorized by Section 225 of the Water Resources Development Act of 1992) is used to provide opportunities for non-Federal public and private groups and individuals to contribute to and participate in the operation and/or management of recreation and natural resource programs at Corps water resource development projects. Partnering with others provides a way to leverage the Corps of Engineers budget by sharing program costs . Challenge partnerships differ from traditional cost-sharing programs in several ways. See comparison chart.
