NOTICE: Bipartisan Infrastructure Law - CHANGE in Project Signage Specifications
On November 03, 2022 a memorandum was issued to provide guidance on signage
requirements for projects funded wholly or in part by the Bipartisan Infrastructure Law (BIL).
This email serves to update that guidance based on the “Newer Building A Better America
Brand Guide” (attached). This revised, simple standardized sign (also attached) should be
easier to produce and can be used without additional modification or customization. The
construction identification signs will no longer be used to identify BIL projects.
Please note the following:
- Any project that has already procured and installed
signage based on the previous guidance does NOT have to remove or replace the sign.
- Any project that has already initiated procurement with a vendor to produce a sign based
on the previous guidance does NOT have to cancel or change the order unless they can do so
at a no-cost change.
- OPMs, during execution of BIL/IIJA projects, will continue to ensure
that the requirements for signage displayed by contactors and/or USACE is met.
Some additional helpful information:
- This sign may be produced at 2’x3’
size for closer-range pedestrian-only viewers, otherwise the larger 4’x6’ standard spec should
be used for viewing from motor-vehicles (or pedestrians at greater distance).
- No
contractor names or logos permitted.
- A sponsoring local organization or government’s
seal can be placed bottom left if necessary (probably infrequent). USACE and Army logo are
placed bottom right.
- It shall be posted in a prominent area near the project/activity.
- Installation will follow typical installation of Construction Identification signs – two posts
and a brace. Since HDO is seldom used anymore, use of a plywood backer behind the panel is
a good option for adding rigidity if necessary.
A copy of the of brand guide along
with .jpg, .pdf, and .eps files have been posted to the NRM Gateway at the following link
(please copy entire link into your browser):
Please continue to forward photos of
installed signs to Ms. Tara Whitsel, NRM IIJA Program Manager at
Tara.J.Whitsel@usace.army.mil, (814)795-4223. You may also contact Tara or Mr. Keith Hyde,
National Sign Program Manager at keith.b.hyde@usace.army.mil, (208) 954-7120, with any
questions that you may have.
Thank you for all of your assistance and
understanding as work to ensure we are meeting the requirements for appropriate signage of
all BIL projects.
Wishing you all a safe and happy Thanksgiving with friends and family.
